no delivery of hair to client in South Africa

I bought hair from VSP on the 23rd of January 2016. My assistance was Michael I still have not received the hair because the customs in south Africa have detained the hair because VSP used a wrong invoice for my parcel. I paid R3120 for the hair but VSP invoice is stating 21USD. Now in south Africa that is against the law to cheat customs. I have to pay a fine of R1500 and I also need to pay R850 for custom and vat.
