No independent vehicle checklist on used cars from Volvo Tom Campher

I'm not happy with Volvo Tom Campher! I bought a used car from them last year February. The car had high mileage but full service history. My understanding is that a used vehicle has to be inspected for road-worthiness by an independent body and not the seller only. The independent body would then issue a certificate or approved checklist prior to the car being sold. The vehicle now shows faults on the stop/start, front lights not working and brakes finished. All this on a vehicle bought in February last year! I do understand that there is wear and tear but i would feel better if Tom Campher could show me the independent vehicle inspection certificate that proves that all these issues were checked. And also if Volvo could explain which inspections (internal and independent) they are required to conduct on used vehicles prior to selling them. I would also appreciate if the financing bank (Wesbank) could indicate what are their requirements/checks from dealerships when financing used cars. Now i am sceptic with the vehicle as i don't know what other repair will come up in the near future. I feel that i should not have to pay for items that the dealership should have checked and fixed prior to selling a vehicle!!!
