VW DOES NOT WANT TO GIVE ME A SPARE KEY

In June of 2019, I bought a Polo TSI from VW Polokwane. The car was delivered to my house in Pretoria. On receipt of the car, I realised that there was no spare keys. I immediately notified the sales person. Sadly, to date I have not received the spare key. I have at some stage spoken to the Sales Manager who said he will get back to me but never did. I have made several calls and I am being sent back and forth. In May, they advised me that they have cut a new key, when I call I am being told they are still waiting for it. In July I accidentally locked my car keys inside the car. This was late at night and I had called a locksmith who assisted me and dented the car in the process. I have paid them R 2000 and my car is still dented. I would like that VW give me a spare key, pay the cost of the locksmith and fix the door panel that was dented in the process.
