From 7/12/2027 to date no response

I took I jvc tv in for repair on the 7/11/2017 on and had to pay R200 for them to have a look. Got a call back to say otherwise will cost R1400 to be repaired and had to pay it before they will fix the TV. . Now since then they were going to refund me the money as they can't fix the TV any more. But still no refund and the owner is never there and the guy behind the counter has a bad attitude. Please help.
