Virgin Active vedar not heating Pool

Went to the Virgin Active in Cedar Square to do some swim training . I got in the pool and the water was freezing went to complain to the manager and she told me that the heating was set at the heat pump to 23 degrees celcius. How in god's name can you heat a pool in the middle of winter with 23% comming from the heat pump. In summer you are heating at the bump around 27/28 degrees so in winter I would expect at least 29 to 31 degrees.

Disgusting what am I paying subscriptions for? So I cannot train..
