Sign up specials are a lie

So I rejoined virgin active as Member in October. I rejoined in the month where virgin active had a special saying if you sign up in this month you will receive a bag. I signed up I think 3 days before the end of the month and I was told that there are no bags. Initially I had made an appointment with Dian who on the day when I arrived to sign up wasn't there. I was then assisted by Publo who promised me I would get a bag. It is now December and I still do not have my bag. I am disappointed. Why do virgin active run such specials and not order enough bags. I want my bag because I was entitled to it because I signed up in that month. And spoke to Publo numerous of times and he would say he will call to find out when more stock is coming and that he'd get back to me but then never did. I want my bag don't care when or how.
