Mid winter - Swimming pool cold - staff indifferent

Whilst staff appear friendly enough they appear powerless to maintain basic standards such as the temperature of the swimming pool. Many people complain about the temperature (cold) - middle of winter - but staff merely shrug + say within range. Why temp every day different? We need more competition to encourage client centricity
