I gym at the Century City gym and mostly, the staff are friendly and stay out of the way. Such bags are manufactured for kicking and punching. Please educate your staff about how equipment should be used so that staff members don't interrupt paying customers who are using equipment safely and correctly. I pay my membership fees and I expect to be able to use the equipment without being pestered by misinformed staff.
