Cold swim in winter - VA Waterfall

I experienced cold water at the swimming pool which was supposed to be heated. The temperature on the wall stated 28 degrees but it was actually like 20 degrees. I called the manager to report it... He took my complaint and my cell number and promised to get back to me. It's a month now and I am still waiting. It seems like the clubs are being run just like the government. No accountability!!!
