Change of cancellation policy without notice?!

I sent through a request to determine what the cancellation fee would be for the membership policy.<br> The way I understood it was a 30% cancellation fee, which is immensely high, only to be informed by the person that sent through the email with an stupid cancellation fee total and then indicated that it's now 40%.<br> I feel that this is **************** and not to mention the fact that changing something like that without notification, which in my opinion in *********.<br>
