Vip properties misinformation

want to move to a new place. So i have paid VIP Properties 6700, rent, half deposit and admin fee, before paying i asked them if the electricity is bill or prepaid, they said its prepaid, coz i dnt want bill coz it's expensive. I went to register for electricity at Pretoria constancia and they said its a bill, i physically went to VIP offices, i asked them to give me another flat tha has prepaid or refund me, they said i minght not get my refund coz i have already signed the lease agreement
