Vince's gym

Vince's gym/ fitness centre/fitness theatre just charged R14000 to my account. I was told I would only pay R400. He refused to give me the slip. I asked him for a refund and was given a ton of excuses. I immediately asked to cancel my membership. The police and my bank say they will investigate. But they don't do anything. What should I do. I was told that I can cancel at anytime. Now there's a fee and waiting period.
