Parking on pavements

We live in a complex opposite Villa Ridge Hotel in Main Street, Waterkloof. When their restaurants are busy customers park all over the pavements, everywhere they can find a spot and they park on the pavement outside our complex too. Sometimes we cannot even see the traffic coming alone the main street because their cars etc have blocked the view! Last night, there were many cars parked outside our place and suddenly we had no water! Even now, no water! Someone had run over our water meter outside, most probably from the hotel and the pipe has been smashed off, water is gushing out and we have no water! Surely it is ******* to park like that on pavements? I suggest the hotel looks into this asap otherwise next time I see it happen, will contact the traffic dept to tow.
