Apart from the fact that circumstances isn't taken into full consideration they neglect to keep you up to date with your account. Why not just reply "We are still waiting for your file" or "Thank you for your payment, we will send the letter of confirmation as soon as possible"? This is exactly why some people (like I am beginning to) hate lawyers.
