Deposit that when missing

I dealt with thomas monyayi who told me to pay full amount for taillights,he took forever to deliver so I cancelled the order he then was refunding me with ridiculous amounts stating that he doesnt owe me but his supplies do,he is now left with a R1000 and is ignoring my calls its been six months now, a bad way to run business.
