ZEP Application still not out

I app**** for my zep work permit last year September and on the 16th of July 2018 I received a notification that my permit was submitted to Vfs, I called Vfs a few times to be told their still working on the permit and will get a sms to go collect permit, it’s almost a month now waiting for sms to collect permit and now concerned about application

When you phone the agents tell you the department has no turnaround time, I need someone from Vfs to contact me regarding my application as I think it’s unacceptable to wait this long to receive application decision
