VFS South Africa ignoring my refund request

VFS South Africa is ignoring my refund request since last year. I have written loads of emails and received promises but to no avail. (See email extracts below - Look at the dates. Please note that I have removed sensitive information from the emails).

Dear VFS South Africa

I have submitted my request for a refund because I was told to apply from VFS Zimbabwe.

I submitted the application as indicated in the email from VFS Harare, Zimbabwe below. Please note that because of internet challenges, the VFS website did not generate the application form for printing for printing. I informed VFS Harare (through a certain Ms Nyasha) telephonically about the problem. My details are in the system though. I am therefore attaching herewith the proof of payment (VFS Harare receipt), The VFS South Africa Appointment letter, the VFS South Africa application form completed on line, and the VFS South Africa Proof of Payment.
