VFS refuse to pay back my visa monies

My wife and i went to VFS to apply for our Spanish visa for our annual overseas holiday, after reviewing the requirements via the website, we paid the visa processing fee as instructed. When we arrived at VFS Global in Brooklyn, they told us that we need to pay again for the visa processing fee and they will refund our monies paid via EFT, which we did. On the 18th September 2015 we completed the necessary forms & submitted all documentation to VFS awaiting our refund, two months & 10 emails later, no one from the visa processing centre have come back to us to tell us what is happening & what is halting the release of our funds. We have been asked to complete the same forms again just to follow up on the status of the refund which we have now completed 3 times. <br> <br> The contact center is ignoring all my communication, and refuse to return my calls - all i am told is \Your request has been sent to the processing center
