VFS is not paying my refund money and there was no proper feedback given

I app**** for a refund in December 2018. VFS is not paying my refund money and no feedback given, Its been more than a year since I submitted the refund form manually by the VFS center(Rivonia). I sent number of emails and called them to follow up on this, they only responded once and what they said in the response does not really make sense at all, they sent irrelevant response without reading my email, later I did call VFS helpline few times and requested them to transfer call to refund department, they never transferred the call to refund department and advised me to send an email (this is her company personal email address), She doesn't respond properly. I even requested them to phone me on my mobile I never received any calls from them. when I checked here on this website even other people also facing the same issue like me. What they are doing is really bad.
