VFS HOLDING ALMOST R3000 ON TWO APPLICATIONS

My husband went to Durban offices to apply for PR and renewal of the permit he currently hold since its about to expire, then he was given checklist for PR and the consultant said he needs to change condition on the other one but on submission he was told they will submit PR as they gave him incorrect checklist on renewal, he was given another one and paid again because they said the refund takes 20 days, then on second submission he was told once again that the checklist he was given was incorrect he needed to change condition so now for the third time he is given another checklist to submit and another refund will be processed within 220 days so vfs is holding almost R3000 now of which its not our fault and the manager in the branch said she has no mandate to speed up the refund ,so the branch keeps on making these mistakes but they don't own up to their mistakes ...its fine mistakes do happen but can we have both refunds with 7 days at least because really now VFS CANT HOLD ALMOST R3000 and still want some more on the third application without refunding even the first one
