VFS and Home Affairs just doing what they want

Rectification of permanent residence taking forever-I app**** for a permanent residence I 2016 and I was rejected because they said I was not not permanently employed and then I appealed the decision-a year later in September last year I got the results back and it was granted but it had an error on my gender..I sent it back in 21September 2017 and I'm still waiting just for a gender change now I'm told to apply for another visa before the current one expires which means I must pay VFS again.This has placed me in a difficult position as I really need this document
