unsatisfactory response from vfs bloemfontein

I submitted an application for my son temporary residence permit on 3rd Aug 2015.The application was sent to department of home affairs on 4th Aug 2015.10 weeks later i decide to visit vfs centre to check why its taking too long.The response is the department of home affairs has not started working on the application.Surely 10 weeks later...????? Ref TRV***...its frustrating..someone pls help....According to the rules finalisation should be between 8 to 10 weeks.
