TURNED AWAY BECAUSE OF MY PASSPORT-REF ZEP***

I went to VFS for ZEP application and was turned away as i was told that my passport had less than 90 days left to expire, i showed them my receipt for the new passport which i app**** for and they said that wont help i should come back when i have the new passport. My question and worry is the applications for the ZEP end on November and what will happen if my passport is still not out by then, what happens to my money. I thought that since we do not leave our passport when we applying why wasnt i allowed to apply and then wait for my passport as the one that im using is expiring 17 December 2017
