Still no visa after 2 years

In April 2015, I submitted my application for permanent residence at VFS in Cape Town. After numerous requests for updates via email, phone and also complaints on hello peter, I am still no closer to knowing what has become of my application. Has it been lost, thrown away etc? Why are some people's applications returned after 8 months as promised but others are left waiting for years? How can a visa application take over two years? I can't imagine this happening in any other country. To top it off, in response to my last hello peter complaint, VFS commented that they had contacted me, but they had not. I think they've given up on even pretending to offer some sort of decent service now.

It's absolulety ridiculous. Neither VFS nor DHA seem to realise that they are playing with people's entire lives. If we don't receive our visas timeously then we're liable to lose our jobs, unable to get finance, bank accounts are closed, international travel is prohibited. To them, I think it's just a joke.
