Still no feedback and poor service

I submitted my application for permanent residency at VFS on 14 July. I followed up after 8 months, and received feedback that the permit takes 8-10 months. It is now over 12 months since the date of my application and there is no conclusive feedback on the progress. The call centre consistently repeats it takes 8-10months and does not seem to acknowledge that it is now 12 months which is more than the time they are communicating. Even more concerning is that the vfs site still does not show a change in status other than the fact that it is submitted. The status has remained exactly the same for 12 months despite offering a \tracking"service.
