Refund delay, VFS not reachable!

It is very difficult in fact, impossible to reach anyone at VFS Global Italy in Pretoria. I have been following up and writing emails to the deputy manager daily and she does not reply. What is convenient is that her telephone number is not included in her email signature. Also been looking up their number on Google and impossible to find them. This is about my refund. Where can I escalate this to please?
