PRP Application 1.5 years and waiting

I submitted my PRP visa application in July 2017 and was told 8-10 months, in July 2018 I followed up to be told that my application was in 'quality control' and will be completed in two weeks. It's now two months later and VFS and Home Affairs keep telling me it's still in quality control, they say that they escalated my inquiry, but yet nothing happens. Please stop using the word escalated, it means to increase rapidly, which is not what's happening.

12 days ago someone called to say they would follow up on my application, but nothing has happened. Called the VFS call centre and they are escalating my query for the 15th time, but the escalation does nothing.
