PR application outcome delayed 17 Months!!!

I would like to inquire about my permanent residence application. The Application was submitted one year and 5 months or 17 months ago on 23rd July 2014!!!!!!To date I have not received any feedback. I am concerned as this does not seem right for application to take such long time .My reference number is PRP*** and it was submitted in Cape Town.<br> After numerous attempts to contact VFS and DHA i receive the same answer all over again and again - still in process.What possibly can take 17 MONTHS?????Can someones life be on hold for such an amount of time?Where are the human right here as the right to at least receive information in regard with the application?<br> <br> I will appreciate an update on the situation as it seem that it drags on and on.<br> Can VFS or DHA please assist?<br> <br>
