Poor Service and wasting peoples time and money

I've been trying to assist my Zimbabwean helper with her work visa application but they don't respond to my email. We need a PDF copy of the waiver for her application appointment next week. I've been emailing since the beginning of March. She went through to the offices today and they told her she needs to email them!! But you don't respond to emails so now what??
