Pending visa refund cape town

Submitted a visa refund request form in person, at the long street office , Cape town,and by email many times over a two month peroid. Never get an email response and have been to the office 5 times in long street , cape town to escalate the problem. The excuse im given, is it can take up to 3 to 4 months to receive a refund .The web site states up to 30 days. Have tried to escalate the complaint to the VFS Global DHA help desk but they are not interested in helping confirming I have to wait.
