No Work Permit Waiver Letter 9 Months Down The Line!

I app**** for a work permit waiver letter in May 2021. To-date I havent received the waiver letter. The tracking site just confirms application was received last year. I am failing to comprehend the process and request assistance. I have followed up with all Departments or Ministries involved to no avail.
