No refund from VFS global since July 2019

I app**** for a refund in July. I made a follow up in August and was told the forms had not been received on the online system hence i had to resubmit which I did. I made subsequent follow ups in September and October using emails and was told that there has been some technical errors. In October I was given a manual form to complete. In November and now in December my email follow ups have not been responded to. Have tried to make a follow up VFS offices and by phone and I was told to use emails which they have off late stopped responding to
