No outcome before deadline

I have been driving to the center every week for the past 3 months to check on my permit and they have been telling me to check next week.<br> <br> Now there has been an announcement that the collection deadline date is September 30th. I still haven't received any notification or communication from the center. <br> <br> I just drove to the center and what l saw there is horror, the queues are terrible and l am not sure everyone will make the deadline. <br> <br> Please advise on what the department has put in place to make sure all people have been assisted and what will happen to those who didn't even receive any communication and who have been checking for their permits but no outcome yet.<br> <br> I have gone to the center more than 10times since l app**** on the 16th February 2014.
