No help for a transfer permit to new passport

I app**** for a ZSP permit in November 2018 and my permit it came out in August 2018 .Then my passport was ****** in December 2018 then when I went to collect my permit I mentioned this in VFS global midrand of which I was given a photocopy permit to go to Rivonia on the 28thbof August 2018 .the consultant asked me to certify a copy of the permit of which the police refused to do that without an original .I went to rivonia with my copy of permit and my affidavid and a copy of my old and new passport and I was told by a consultant that I had to go back to midrand as they had my original copy of my permit so that they can send it to them . I went to midrand and I was told that the minister has not announced when to do the transfers . my life is at stop because of no permit and my licence has expired it can't be renewed without having a permit in my passport so I do not know who has to help me as no one cares and they are always long queques be it midrand or rivonia of which it means just taking the whole day at work and no response we who can help me as my life has to move on .it was holiday and I couldn't travel to my family as it is a harrowing experience to do that as the Home affairs by the border Beit bridge can have you for lunch !!!!
