Lost of permit

I app**** my student permit myself in may through VFS global, the result suppose to come out in July which it did, when i went to collect the result, they told me the permit has been collected already, but i never signed for the collection document, they also cant tell me whether they lost my permit or someone took it, the manager told me different stories every time, and every time i have to wait for at least 2 hours for nothing, i.went to homeaffair myself to check the status of my permit which was finalised by june, i just want my permit to be delivered.
