DHA / VFS - fails reasonable lawful administrative action. PRP overdue over 4 years

I have submitted complete set of documents for my wife's PRP application beginning of 2016 two weeks after my wife received her temporary spousal visa with advised processing time 8-10 months ( as per VFS website ). That time has been exceeded by over 4 years. After querying with VFS couple of times every week, they must have escalated it to DHA immigration hundred of times. I sent multiple emails to Joyce Mamabolo, Tebogo Ledwaba and many other Home affiars officails, I finally got in hold of Mr Ronney Marhule who kindly requested his colleagues to assist me as "The application is pending at the final stage" . That was at the 22nd of May 2017 and sadly still no finalization... My application has been at "final stage" for +- 3 years now waiting for someone to attend to it. I have been advised that DHA has only 4 adjudicators with a ton of paperwork coming in and if one of them is on the leave, the application get's rotated to the others until someone decides to attend to it. Unfortunately Mrs Joyce Mamabole, Mr Tebogo Ledwaba and many of the other officials failed to assist accordingly. The time of completion has been unreasonable and fails reasonable lawful administrative action. Sadly this leaves me with no choice but to take further action.
