Closed for lunch

When applying for Schengen Visa in Pretoria all went well, however, when collecting the Visa on 20 June 2024 at 12:40 a number of us are told that the collections are closed for lunch untill 13:30 and we must wait outside. Nowhere in any communication or on the websites is it stated that the office shuts down for lunch! How is this still possible in the 21st century???
