Breach of contract

We made an application at VFS for two visa's one for my wife and one for my child, my child specifically a study visa. the study visa was rejected on the grounds of missing documentation.

the Disclaimer on the VFS website states: "VFS Global will only accept “COMPLETE” applications for temporary residence visas, permanent residence permits, waivers, exemptions, proof and verification of permanent residence permits and proof and verification of exemptions." and so I believe that due to the fact that the application was not complete they actually did not do what they said they do. Missing = Not complete, therefor breach of contract.
