Another ******* enterprise

We have app**** for a study visum through Vfs Global in October 2014. This was granted for three months only, pending matric results, which we submitted at a home affairs office as soon as we had it. It turned out that we had to go through the entire application process again. We did that on 20 March and submitted all documents as per their 'documents required' list on their website. The application has been rejected and now they are requesting 'three month's bank statements' (website says Proof of Sufficient financial means - we provided pay slip) and police clearance (for what we have submitted receipt of an application as we have done with another child before). In each instance we had to pay R1350 + R500. Now, to appeal, we have to pay R1700 again. When we submitted the application, all requested documents where checked and was approved to be handed in. Now suddenly, that is not enough. Please help or advise who we can talk to to expose this inefficiency and clear money making agenda.
