Payment done and no service received

Victor came here to repair a lock on our companies front security gate which he charged us R1500 for, the lock is not working and we have since tried contacting him many times, he has made promises that he would be here at specific times, those times and days have passed and he has not yet been here, we have tried calling him numerous times now and he no longer answers or returns our calls, this is an embarrassment and reflects badly on all the small business in the south, we are a large company and will no longer be using their services no matter how big or small the problem!!!!
