A year now without paying beneficiaries claim of their deceased mothers money for her leave days

My mom was employed by this government entity department of health, she passed away last year on the 3rd September 2023, these people not only have they have not paid her money for her leave days they have come up with useless reasons which are not even suppose to happen in any work place or to beneficiaries, its approaching a year now since she died they still haven't paid my mothers money, these is the money due to her beneficiaries, their reasons first was that is was being processed and money for her pension even come out before this which is not normal to any government offices, i have made an inquiry with my department and any department, this was the money that should have come out first, we asked their answer was that they had no capture the person that was suppose to do that was just seating with the work and they still new in the department and our matter is not the only one, which is injustice as doing your job is not suppose to be our problem, then still they were asked again they said it is now submitted, they are waiting to capture, then again they say the claim was returned and up until this point they have not paid us the money, the management in that nursing college has not done anything about this matter than to come up with one useless explanation to the next, i believe they are trying to de***** my mothers hard worked earned money because you cannot have not paid money due beneficiaries for almost the whole year since the person deceased, these people are not paying and assisting they made it sound like they are doing us a favor for claiming money that is due to us and that they owe us as a department and for doing their job, they are doing injustice and not assisting us such bad services is this what these departments do to beneficiaries when their employee is no more wanting to de***** and refuse to making payment of money due to beneficiaries.
