Refusing to to pay my money back

Velocity cars did a online application on behalf of me I was instresed in purchasing a vehicle by them the biggest mistake of my life velocity cars did not do and auto loan application for me which is vehicle finance by MFC nedbank vehicle finance department but made an personal loan they then delived a car to my house a car which wasn't in a driving condition the sales person of Velocity cars then fetch the car and said he understands and will refund the money back its been almost two months and I have not received the my money they are just refusing to pay my money back a loan in my name I am paying for and not benifing from . Since when do car dealerships like velocity cars just tell you that's you even if u don't like it how can u just give someone a car they don't like.
