suspend account for no use, now they want crazy requirements

So wanted to use this company again. They suspended my account for being dormant. Now to re-activate it, they want a certified copy of my ID, but get this, it must be certified in the last 3 months. Like why, what changes around an ID. Any why does it have to be within the last 3 months if my proof of residence is within the last 3 months.
