Delayed cleaning and repairs

They've delayed my moving in 3 times now due to repairs and cleaning not being done because they are "too busy" after they had 2 weeks of open access to the flat. Can never get any confirmation from them as to if and when things will be sorted out. Only ever received a call saying the carpets hadn't been finished but failed to mention that nothing else has been done either
