Foreign payment accounts

After having paid my account in order to get vital documents for my visa, and after numerous attempt of contacting the college to issue the documents, I've been met with an overwhelming abundance of problems, to which I believe admin is to blame. Dealing with visas is never pleasant, and extremely time sensitive and yet the college doesn't seem to care. I was told in order to get the documents, I'd need to pay off my account, which I did and since then, no has responded. My mother called Cheryl who told her that now we have to wait for the money to appear in their account, which has never been the case with other payments if made in the past. This is very stressful and especially due to the fact that a visa could very well take 8 weeks to be issued. I am utterly dismayed at the crass attitude concerning foreigners. I wish to resolve this as soon as possible.
