The very worst customer service experience ever, so dissapointed.

App**** for a certificate reprint (short course) and made a payment last November. Till this day, if I'm lucky to get someone to pick up the call they'll be too busy to assist. Nobody knows anything instead they have stopped answering my calls and I'm left holding for hours each day. Can I just get a refund if nobody is willing to assist?
