Not qualifying for graduation

I app**** to study my PGCE IN 2019. When applying you need to submit certified copies of your previous degrees. I submitted everything as stated, paid everything, passed my 2 years with one being on the top 10. Now that I need to graduate they tell me I can't apply because my documents are not certified.

I got accepted to study and paid over R40 000 for my PGCE. Now I can't apply to graduate because someone did not upload my certified documents. According to head office, now I the client, need to sort this out??? They should follow this up and question why my documents are not complete on their system and why their employees are not competent enough to upload documents.

But no way do you tell a working student who passed and paid that they are not graduating.
