Theft by Mall Cleaning staff

I visited a mall with my partner, the morning of Sunday, 29/10/2017. When we got there we decided to visit the toilet facility. My partner went into the female stalls and left her phone on the toilet paper dispenser. She forgot it therebut remembered it right after she finished washing her hands. The irony of the incident is that she was alone with the cleaner lady at the time and as she left the toilet stall to the sink, the cleaner went inside the stall where the phone was. After being confronted as to the whereabouts of the device, she openly denied ever going into the toilet stalls, not to mention seeing or taking the phone. After we insisted that the phone is with her and we looked for it by means of searching the entire toilet and discovered the phone stashed away, dripping with water on one of the bins, it was without a doubt the doing of the cleaner. All of the above mentioned was in the presence of the supervisor and manager. The manager madeit clear that he will not be following up with the matter and we found what we were looking for and should leave., he is not on duty. What kind of manager is this? What about the customer's experience? And of course, wht about the fact that the phone was hidden away by the cleaner . We are not safe
