Non insured trucks on the road

An incident transpired this morning on the garsfontein intersection. A Value Logistics truck rolled in to me and the driver namely MD Mthambo, id number : *** had then claimed that he has no insurance. According to my knowledge any company vehicle in the road should be insured for such incidents. The experience was unpleasant and the lack of knowledge and don't care attitude of the driver was even more unpleasant. If someone from value logistics could pls call me as to move forward or at least assist me that would be highly appreciated.
