Utility Management Solutions - Blocked my Water meter ( That is a human need )!!

This company has blocked my water meter by the landlords instruction , due to the fact that my account is in errors. I didn't get a notice either from them or the landlord . The Landlord had claimed that I initially owed him 25K which wasn't true , I had to send him proof of payments and rectify my account of which he did. I acknowledged my debt and agreed on a settlement plan. The Landlord still goes ahead and instructs this company (Utility Management Solutions ) to block my meter. Water is a basic human right need and Im not sure why Im being stricted to have it . I will write to the Presidential office if I have to .
